Industry Agrees To Include Improvements In Solar Decree

Spanish Secretary of State for Energy, Pedro Marín, said at a news conference on Tuesday that nothing would happen if the new royal decree that will regulate the PV industry today was not approved in the Council of Ministers. Yesterday, the manager of the department itself, Miguel Sebastian said that yes, the text will be light today. Late on Thursday, the entrepreneurs did not have confirmation yet that would be approved Friday.

Ultimately succeed or not, the fact is that the Ministry of Industry has recognized employers in the sector during its meetings in recent days that he will introduce changes to the draft royal decree was sent to the State Council.

“We know it will make improvements, but we do not know at this time is how much premiums will improve production and how the share of production,” explained from one of the employers. “We have been assured that it will get better, otherwise it would be an outrage,” explained from another. “If not, why we called on Tuesday the ministry?” He asked.

In the draft sent to the State Council, Industry proposed a cap of 300 MW per year (plus 200 MW solar power plants already under construction) and a premium of 29 cents. As anticipated this newspaper on Thursday submitted a counterproposal calling for employers to raise the ceiling AEF to 800 MW per year and the premium to 33 cents.

What will be the end? At press time, no one knew for sure. Especially when, in his morning appearance in Congress, the minister added more doubtful data Sebastián this soap opera.

Left as is eventually the decree, which has comfortably the Minister is alienating the entire industry. First, by agreeing to negotiate a three-day limit to lapse the previous royal decree. Second, to negotiate with only one of three existing employers. And third, to behave during the process of drafting the new rule just so contrary to what they sell: “This is neither spirit nor dialogue”, said several industry sources.
